About the role

Working as part of the Policy & Advocacy team, the Senior Policy Advisor will contribute to Ageing Australia’s advocacy priorities through government and stakeholder engagement, policy, position, research and submissions.

The Quality & Research team leads Ageing Australia’s research initiatives supporting quality outcomes across residential, home and community care and retirement living and seniors housing as well as policy work on compliance and regulation, the interface healthcare, and digital health.  Working with State Directors, the Quality & Research team provides policy support on state and territory specific aged care issues. The Senior Policy Advisor will be the first point of contact for these issues, contributing to the development of submissions, legislative review, and other advocacy activities through member engagement and collaboration with other parts of the Policy & Advocacy team.

Key responsibilities

This position is responsible and accountable for delivering the following key outcomes: 
  • Contribute to Ageing Australia’s state and territory policy initiatives regarding the aged care sector and issues relevant to quality care outcomes for people in aged care.
  • Work with State Directors and GM Sector Strategy to conduct reviews of state and territory legislative and regulatory amendments that relate to aged care services.
  • Identify key priorities, issues and trends relevant to the strategic directions of Ageing Australia and develop appropriate actions in response.
  • Lead on policy initiatives to harmonise regulation and compliance mechanisms across state and federal levels.
  • Develop reports based on the analysis of data and member survey results, providing key insights regarding sector and older person priorities, issues, and opportunities.
  • Contribute to the development of high-quality submissions, position, and other papers/presentations, relating to the aged care interface with healthcare, disability, and digital health.
  • Foster positive relationships and regularly meet with Members and other key stakeholders (as appropriate) and undertake member research and analysis in relation to policy priorities.
  • Represent the interest of the Members in engaging with Government on operational, legislative, regulatory and practice reforms.
  • Represent Ageing Australia in relevant forums (e.g. committees, events, working groups) as agreed.
  • Work with the Head of Quality & Research to ensure Ageing Australia provides timely and well-informed communications to its members related to the activity of the Quality & Research team.
  • Maintain positive and productive working relationship with other members of the Policy & Advocacy team and work constructively with the Media, Communications & Marketing teams on key outputs, such as media releases and communications to members.
  • Participate in Policy & Advocacy team activities to support consistency across the function, as directed.
  • Other tasks as directed by the Head of Quality & Research that promote Ageing Australia’s strategy and business objectives.
  • Behave consistent with Ageing Australia values when interacting with staff, Members and stakeholders.
  • Comply with all Ageing Australia work health & safety policies and procedures. 

 

About you

To be successful in this role you will bring:

  • Relevant graduate and/or post graduate tertiary qualifications in a social policy, research, or other relevant field.
  • An understanding of aged care policy, health policy and/or disability policy, and current issues impacting the aged care industry, or significant transferable public policy experience. 
  • An appreciation of the political system and its policy processes, preferably with some exposure to state-level policy making. 
  • Excellent research, analytical and writing skills with demonstrated ability to draft concise policy briefings and submissions.
  • The ability to conduct and lead projects on health and aged care policy. Demonstrated ability to translate and communicate the key messages to a variety of audiences. 
  • Experience in developing submissions, position statements, research reports, discussion papers or other public-facing advocacy documents.
  • Experience in analysing the merit of public policy proposals in government, independent authorities, think tanks, health or aged care related organisations, or membership organisations.
  • Confident communication style and demonstrated experience in stakeholder consultation. 
  • Awareness of and compliance with WHS requirements.
  • Minimum intermediate level skills in Microsoft.
  • Strong work ethic and work history that would evidence commitment to Ageing Australia values and a genuine passion for aged care.
